Dude, I wish I had an answer for what you're looking for, but I'm in the same situation as you. What stinks for me is that I'm very shy, nervous, awkward, and timid around girls anyway, which makes it almost impossible for me to land a girlfriend. Add on the fact that most girls wouldn't even consider having a relationship with a guy who wears panties, and now I'm totally befuddled as to how I'll ever be dating a girl who is into this lifestyle.
I guess the only advice I can think of is to put up a personal on this site (or others like it) saying that you're a single guy, seeking a woman who is willing to make your dreams of being dominated a reality. I wish you the best of luck in finding that kind of person soon.
